New Leadership Delivering Results for Our Community
Hello,
I want to introduce myself; my name is Mark Alan Harrison. I come to you today with unabashed enthusiasm to announce my candidacy for Harris County Precinct 5 Constable.
I care very deeply for our community. I’m an experienced leader, veteran law enforcement officer, and Former Chief of Police and Lieutenant with the Harris County Constable Office. I am a lifelong resident of Sharpstown, having attended Sutton Elementary, Jane Long Junior High, and Sharpstown High School. My family has belonged to the Sharpstown Baptist Church since 1970. I am the father of a wonderful daughter and grandfather of three amazing granddaughters.
Harris County Precinct 5 has become the fastest growing and most diverse precinct in the county. I believe that the Constable’s Office needs to develop new ideas and methods to serve all of the community better. A house is merely a structure, but a home is the people living in it. It’s the same with our community: our community isn’t the area or the land, it’s the people that live within. From Southwest Houston to Katy, our desires for our home are the same. Regardless of race, gender, sexual identity, religion, or political party, we all need to work together to make a positive change in our community.
I am asking for your support in the upcoming election. I will work hard to earn your trust, and if elected, my Office will never forget the importance of those for whom we work. I look forward to our journey together to a better future.

PLATFORM
My vision is for the Precinct 5 Constable’s Office to become more involved in our community. With more visibility and personal involvement, we can build a relationship based on trust and understanding in order to better protect and serve all members of our community.

Leadership
There has been a problematic lack of patrol coverage from the Precinct 5 Constable’s Office. The Constable’s Office needs a leader who understands the responsibilities of a full-time police officer. I am the only Democratic Candidate that has full-time law enforcement experience as an Officer/Deputy, Front-Line Supervisor (Sergeant), Mid-level Manager (Lieutenant) and Upper Level Executive Command (Chief). Through effective leadership and more accountability, the citizens of Precinct 5 will receive the law enforcement services that will make our community safer.
Diversity and Equality
The current Precinct 5 Constable’s Office command staff does not reflect the community that it serves. Precinct 5 is the fastest growing and most diverse precinct in Harris County, and representation is important to me. We need to eliminate discrimination, both in working with the community and inside our own office. We need to demand that equality be a standard. We should never be treated differently based on race, religion, age, disability, sex, gender identity, sexual orientation, social or economic status, citizenship status, or country of origin.


Reserve Deputy Program
The current Precinct 5 Constable’s Office is not using the Reserve Deputy Program in any capacity. Not using the Reserve Deputy Program is depriving the Precinct citizens of valuable resources that could better serve them. We need to create a reserve deputy program that would consist of retired and former full-time police officers who are fully trained, and licensed by the Texas Commission on Law Enforcement (TCOLE). These deputies would serve in every division in the Constable’s Office providing thousands of man hours to supplement our resources, at no net cost to the Harris County taxpayer.
Citizens Police Academy
An engaged and informed community is a safe community. The Precinct 5 Constable’s Office will offer to any member of the community an opportunity to attend a citizen’s police academy. We will design a 12-week course to help citizens of the community better understand the on-duty functions of a full-time police officer. Components of the citizens police academy will include criminology and police science, administration, mental health, internet crimes against children, crimes against the elderly, diversity and equality training, patrol functions, shoot/don’t shoot scenarios, use of force continuum, professional standards, and community outreach.


Community Oriented Policing
The Community Oriented Policing philosophy has failed. There is a lack of trust and transparency between law enforcement and civilian populations. My vision of Community Oriented Policing would give members of the community an active voice in how the Constable’s Office operates. Involvement with community groups, churches and schools is where we can make a difference. I plan to create a Civilian Advisory Committee that reflects our community. These community leaders will keep the Office up-to-date on the needs and concerns of our Precinct 5 residents. We need the community to trust its police officers, not fear them. We are not an occupying force.
Mental Health Awareness
We need to break the stigma associated with mental health disorders. Open dialogue and education regarding mental health is lacking in law enforcement. Police officers are at a high risk for mental health disorders, addiction and even suicide. We need to protect those who protect us. All Precinct 5 deputies will receive their mandated CIT (Crisis Intervention Training), as well as TCOLE training and ongoing training regarding mental health. It is also important to make counseling and mental health resources more accessible to all Precinct 5 employees. If the Constable’s Office has access to the resources needed, we can better serve our community.
